    PANAMA CITY BEACH — A “transformational” project to expand a popular sports complex is gaining serious momentum.  According to Dan Rowe, president and CEO of Visit Panama City Beach, local officials approved last week a plan for Lose Design, an engineering firm with offices in Tennessee, Georgia and Colorado, to design two new buildings slated for construction at the Panama City Beach Sports Complex.  One is an indoor sports center that will span 100,000 square feet and include eight basketball courts, an emergency operations center and safe room.     PANAMA CITY BEACH — Construction of a new indoor sports training facility could be around the corner for the Beach.  In a City Council meeting on Thursday, local officials are slated to consider a negotiation agreement for the development of a D-BAT Sports facility on about 4 acres of an 8-acre parcel of available land at Frank Brown Park. The parcel currently is a dirt parking lot.  PCB leaders in January issued a request for proposals to develop the city-owned property, which is located within the park’s footprint along Panama City Beach Parkway (Back Beach Road).     PANAMA CITY — National sporting goods chain Academy Sports + Outdoors is on track to open its first Panama City store next week, and store managers plan a weekend filled with festivities.    Academy Sports is hosting a three-day grand opening celebration July 29-31 full of limited-time deals at the new store, located at 820 W. 23rd St., the former site of Hobby Lobby.
