    Fredonia’s water and sewer rates are staying the same — for now. Village trustees defeated proposals to raise both rates by $1 per 1,000 gallons of use during a Monday night meeting. Trustee David Bird, author of the proposals, was joined by Nicole Siracuse in voting for them. Trustees Jon Espersen, James Lynden and Michelle Twichell voted “no.” Espersen proved to be the swing vote. He was open to, but wary about, the plan in previous discussions about it.     What Happened: In the wake of the rising popularity of outdoor sports such as cycling, skiing, trekking, paddle boarding, and paragliding — China’s public sector has pledged to provide infrastructure and more resources for outdoor activities.  According to a November 26 report by People’s Daily, China’s General Administration of Sport published a “2022-2025 Outdoor Sports Sector Development Plan” in late October.     Pensacola Mayor D.C. Reeves hopes to bring “Project Pickle” up for a vote by City Council in January.
